I bought the Van with out the owners manual and I want to know how can or what to look for to make sure my van has the tow package.

If it came from the factory with a tow package, e.i. factory installed hitch and a trans cooler, then you have the tow package.

My '95's trailer tow package came with a full size spare, 120 amp alternator, trans cooler and a 4 pin wiring hareness for trailer lights, no hitch.
I don't know if the '97 is the same.
