My son was driving our 1995 neon on the Hwy when he says the car began to shut down. The oil light went on as well as the check Engine Light
Got the car towed home and put my OBD-II code reader on it and it came up a P1391 which is defined as " Intermittant loss of CMP or CKP "The car will not turn over either
What does this mean?.....any help is appreciated

Either your Camshaft Position sensor or your Crankshaft position sensor took a crap on you.

Well I changed out the Crank Position sensor with an aftermarket brand, what a pain in the arse....the OEM sensor was broken in the block, anyway I got it all out and changed it as stated........
.......but I thought I'd check out the timing belt since I had nothing else to do today.
YIKES !! bearings and floss.....thats what came out from behind the cover......the belt tensioner bearing crapped out and the result was the belt destroyed itself.
I replaced the belt and belt tensioner bearing assembly according to the HAYNES manual......It still won't fire over.....I have spark.....I have fuel.......
any suggestions besides some 00 Buck ?

so u are haveing the same thing i had what check the fuse at the main power box under the hook and check the grand bye the tank. mind was the 20amp fues under the hood so i would start there if it is not that check the tank.
now if that dont work there is a red/ white stirp wire there at the power box under the hood that turns on computer on. if the others dont work take the wire and put it to the batt.
if u still dont get fuel i dont know what it could be
good luck

Your timing belt broke? uh oh. Yikes is right. Watch out for catastrophic engine failure
I broke my timing belt last week. i am now facing a top-end rebuild as a result
check out this thread:
damaged pistons. bent valves. cracked heads are all sometimes results of a failed timing belt in these neons

My car has the DOHC engine. the results would be the same with a SOHC

I found out that the head is pooched.....so.....rather than dik around fixing this NEON......I got another car instead.....a 97.....so now all the new goodies I put on the 95 will be going on the 97........first order is to change the timing belt on the 97, wether it needs it or not
