When the car is in drive or reverse it's putting additional strain on the engine. To compensate, and to keep the car from stalling out and not getting a proper charge to the battery, the PCM will increase engine speed ever so slightly to accommodate for the added load of running the AC compressor. I'm not sure what you would classify as 'rapidly' but you will hear the engine speed change when you turn on the AC at idle in gear. As long as the AC blows cold air I wouldn't get concerned if water comes out or not. To give it a good test, drive the car for 10 minutes with the AC on, park it, let it idle for 5-10minutes and then check under the car for any water accumulation. If your still in doubt it's best to take the car into a reputable shop for a proper diagnosis.
