I noticed that my muffler casing seemed to be hanging on my 94 Dodge B250 and was wondering I it is safe just to cut it off or what should be done. Thanks

You probably ought to go ahead and get a new muffler. If the casing rusting off, you could start having exhaust leaks and that's never a good thing.

Oh according to partsamerica.com an OEM replacement is about $93.

Ok. I went to the Exhaust shop today and they pulled off the cover casing that was hanging and they took a look at the muffler and said it was in fine condition no holes/exhaust not leaking and just that the cover came loose and a new muffler was really not needed since I don't have an inspection until August of 08. Plus it didn't cost me a penny. I figured they would of forced a new muffler on me but they must be a trusty shop I guess.
