Location of the OBD plug in 1995 w/3.0L

Please.... can anyone tell me where to find the OBD plug in my 1995 caravan it is 2WD with a 3.0L engine and it does have AC. I have been tearing my hair out trying to figure it out. I believe that all '95s have it next to the steering column. You may have to take down the black cover that has the 2 twist locks to see it.
