Possible accelerator pump...rebuild carb
possible on last carb rebuild the idle tubes were not removed and cleaned and now idle circuit is gunked up...rochester..rebuild
possible leaking check valve..rebuild and make new seat..rochester
leaking power piston...holley
many other things can affect this such as timing, blown intake or a (heres one many miss) leaky throttle plate rod that allows air to enter there instead of the air horn...just like a vacuum leak.

The fuel pump should be on the engine pass. side. The fuel filter should be between the fuel pump and carb.

Watch on eBay, owner's manuals pop up on there all the time. So, did replacing the filter fix the hesitation or no? If so, that thing musta been almost completely plugged.
Oh and please don't capitalize every word, it makes it hard to read :)
