i have a 96 caravan and i can not find the radiator fan relay under the hood in the pcd or under the dash does anyone know where it is??? cuz it is not marked as fan relay

it is on the front cross member underneath the air box. You can see it and get to it from under the vehicle on the drivers side. Jack up the front and crawl underneath. Look to the left (facing up) of the radiator. It is mounted at a 45 degree angle to the face (facing into the engine bay) of the cross member. Have a drop light or flash light to make it easier to see.
