my 96 caravan is park outside for about 5 months now and one of the rear wheel is lock up (stuck). How do I unlock the wheel?

are you parked on dirt or concrete/asphalt
on a hard surface I would rock it back and for to see if you can break it loose
If you cannot do it that way, then with the van securely on jack stands, take the wheel off, remove the rubber close out plug and back the shoes off using the star wheel on the self adjuster; then a slight bit of persuasion with a hammer and the drum SHOULD come off

Look under the car along the driver side and find the parking brake cable and there you might be able to yank on the cable itself hard enough to release it , letting the spring do it won't have enough force if it is stuck , I used to unstick mine that way on my 96.
