P0123 High trottle position sensor, Po455 Large evap. emissions system leak, P0422 medium evap. emissions system leak, P0456 small evap. leak on top of all this my ABS & brake lights are going off and on. My gas mileage is 7-10mpg on a good day. Any advice or tips???

Your evaporative system is underneath the driver's seat. There are assorted hoses on it and one may be loose/split/cracked. If you don't find anything out of the ordinary, follow the hose up into the engine compartment.
As for the throttle position sensor, the sensor itself could be bad or there may be an issue with the wiring. You'll probably need a multimeter to determine where the problem is unless you take a chance and just replace the sensor.
As far as mileage, how many miles on it?

It only have about 49,880 miles on it. This thing has been nickel and diming me to death over the past two years. Mostly just small stuff, but last year on vacation I had to replace the rack and pinion and the speed sensors in the rear, not the mention replacing both power window motors.

If your mileage is truly that bad, I'd have someone check the brakes to be sure there isn't a sticking caliper. I will say that around town, with very short trips, your mileage could be very low although I wouldn't think it would be less than 10mpg.
