The wipers work when they are set to low or high, but any delay setting won't, except on a rare occation.
They will make one stroke when initially turned on, and looks like it attempts to make another stroke, but stops after 1/2" or so. Thats it, until I turn them off and on again, or I go to low/high setting.

I though it might be an electrical ground issue since it will occationally work for a few extra strokes. So far I checked all the ground connections I could find. I have put two extra ground wires on, one from the multifunction switch on the steering column, and the other near the motor. I also tested the multifunction switch, and it tested fine.

I only have a Haynes manual, and it showed a couple modules involved in the wiper system, but it didn't indicate which one controlled the delay. I don't want to start replacing every piece in the system, but man this is really annoying fiddling with the wiper control when it isn't raining enough to keep the wipers from chattering. Does anyone have an Idea as to what it could be, or which module, or thingy controls the delay of the wipers?

The BCM (body control module) controls your wiper delays

but these multifunction switches work on very low tolerance resistance values
swap it out with a known good one just to be sure

Actually here are the resistance values you should be looking for to test it
this is from the FSM:

Test the resistance between pin 6 and 7

SWITCH POSITION RESISTANCE VALUE BETWEEN
OFF 6 AND 7 = OPEN CIRCUIT
DELAY POSITION -
1ST 6 AND 7 = 8 K Omega ohm ± 80 Omega ohm
2ND 6 AND 7 = 6 K Omega ohm ± 60 Omega ohm
3RD 6 AND 7 = 4.5 K Omega ohm ± 45 Omega ohm
4TH 6 AND 7 = 3.5 K Omega ohm ± 35 Omega ohm
5TH 6 AND 7 = 2.5 K Omega ohm ± 25 Omega ohm
6TH 6 AND 7 = 1.5 K Omega ohm ± 15 Omega ohm
LOW 6 AND 7 = 1 K Omega ohm ± 10 Omega ohm
HIGH 6 AND 7 = 1 K Omega ohm ± 10 Omega ohm
WASH 6 AND 11 = CONTINUITY

I think I'll go junkyardin this weekend, and see what happens.

I did check the switch to those values. The hayes manual did have them in there, it just listed the wrong year. According to the manual my switch should have the values of the earlier 97ish vans.

really? those I listed are specific to the '99 according to the factory service manual

The haynes manual is wrong. My van, and your info says that those are the correct values. The manual just listed the wrong date for the change, 2001 if I remember right). It was probably 98 or 99 when they changed to the "second" set.

This manual is probably the weakest one I've ever seen, even for a haynes manual.

yeah, I installed one in my '98 once when the indicators went funny from a '96 and the wipers were no go. made another trip to the wrecking yard for one from a '99 and it worked fine
