car is a sxt 15000 miles has a random problem . Sometimes you have to feather gas when turning it over . happens maybe once a month . Happen twice yesterday so took to dealer today and no codes it started for them so nothing they could do. Mainly happens when car hasn't been started for several hours.Thanks.

Sounds like your fuel pump might be on it's way out. My '96 did the same thing.
I'm not 100% certain this will work on a neon (never tried it), but what you can do is this..... After it's been sitting for a few hours, turn the key to "on", not start. You'll hear the fuel pump. Turn the key back to "off". Now do this about 5 or 6 times, and on the last time turn the key to start.
If it starts right up, then that means it's taking too long for your pump to build up the pressure it needs to start.
