I have a 2000 neon and everytime I drive it and come to a stop, it starts fluttering like it wants to stall and sometimes does. Some days it will do it and some days it wont. It seems like it only does it after I've been driving it for a while. It mainly does it at a stop but also at constant speed on the freeway I can feel it surging. The engine only has 33k on it.
I have replaced both O2 sensors, wire harness, tps sensor, idle air control valve. The fuel pump is about 2 years old so I wouldn't think it would be that. Any one have any ideas.
It's not giving any codes at all.

Get some ngkr spark plugs and new cables into it. Then look into the coil if the new sparks don't help it.

You mean 2nd gens do that too!!!! LMAO Yeah! If your AC is low on coolant it can have that effect! Mine did it. Also if 2nd gens are like 1st gens your defrost setting triggers the AC. If it's the case you will notice that the times it's not acting up, is when the defrost/Ac is not on. Hope this helps! And Welcome to DodgeTalk!!!

As for the plugs, I did replace those already and it still persisted. It happens even with the A/C off although when it's on it tends to surge in power more at a constant speed or when I let off the gas pedal slightly.
I'm gonna test the resistance on my plug wires today and also check the coil pack.
These are the things I have not replaced yet.
coil pack, speed sensor, crank sensor, cam sensor, temp sensor and knock sensor.
I just checked the fuel pressure and it's at a constant 51psi so the pump is good. Even drove it around a bit came back and tested it again with the same results.

If I had a bad crank sensor, cam sensor or speed sensor, would any of these make the car run lean??

I do not think any of those can trigger a lean condition.
If anything the PCM will want to add fuel in an attempt to keep the motor running. Have you looked at the injectors? Maybe they are dirty. Sorry that is all I can think of atm.

You're right. I spoke with another person and they said, the smell I'm smelling is the converter heating up as a result of the misfiring.

I've seen this problem on my Mom's old Chevy 3.1L, did a lot of 2 foot driving to keep the idle up. Her's turned out to be a bad computer. I have more experience with Chevs and Fords as they break down quite often, lol. I also blew the ignition pack on it a few months later so that could have been related to the problem. Good Luck.

I'm thinking it is the PCM.
I have changed everysingle sensor there is to change and also 2 fuel pumps and still the same thing. It intermittantly surges, seems to happen more when the fan comes on than anything but still does when it's not on. Also, I've noticed that the fan is drawing a lot of power and comes on prematurely sometimes.
The car will surge real quick while driving at a normal speed, at a stop but not gaining speed. I hooked the car up to a scanner to get some scan data and it shows that my tps sensor is bad AGAIN. This is the 3rd one ive gone through. At WOT it should show voltage above 4.0 but instead raises from .73 to .76. When I disconnect it while the car is running, the voltage stays at 1.25.
