Check your fire wall for rust holes, windscreen seal for leaks and could possibly be a fractured heater core. If its a heater core it will leak constantly. Im just not sure if the core is on the inside of the fire wall with neons or not. Im 99% sure it would be in the cabin.
Theres 3 things to check anyway!

Do you have a factory sunroof?

Is it just the front or is the back (behind the front seats) wet as well?

Rusted floor boards.

Rusted floor boards.
Not likely. They undercoat the crappy out of the bottom of the car from the factory.. Mine is anyway, about 1/8 - 1/4" thick.

Ok but they under coat the bottom of the car not the inside. Water gets trapped between the carpet and floor bords then rots the floor boards. Also under coating varies. You dont know if his has chipped off or was never sprayed to begin with.

True, but in order for water to get between the carpet and the floorboards it has to be coming from somewhere... Like leaky tailight seals or my crappy sunroof. :VHOT:

You think thats bad, you shoud see in the trunk underneath my spare tire, there are times when you could have an aquarium in there!! My floor behind the drivers seat is also notoriously wet at times.

The original poster.... where are you located? If they use salt on the roads, I can understand looking for rust holes in the floor or firewall.
If the heater core was leaking, the interior of your car would be steamy hot when the car warms up, even smell really sweet.
My guess is your tail lights are leaking & your hitting the brakes & the water is flowing forward.
Or a leaky sunroof.
Neons are notorious for both.

I had a stratus that had a vent in the trunk under the carpet on the side that was taking in water, I had 3 inches of water before I found it. Also check the windshield seal water may be get in it and running down the inside of the seal down the frame rail.(for the front).
