Had a bad battery in the 2004 Neon SXT. Replaced it, but now the speedometer and tach guage needles are wrapped around on under the pegs. Not sure how this happened, but disconnecting the battery again does not seem to reset the guages for them to work.

Suggestions?

Do the needles move at all when you connect a properly functioning battery?

Yes they move slightly. The Speedometer needle moves up and then rests underneath the peg it is usually supposed to be resting on top of. The tach doesn't do much.

Found the answer from doing a lot of searching.

This seems to work on most of the newer Dodge vehicles.

To perform an instrument cluster test...
Hold the trip reset button while turning the key on-off-on-off-on within a 5 second period. "On" means enough to turn the radio on, not starting the engine. This will test the instrument panel.

It reset the needles where they are supposed to be.

Problem solved!
