sticking powersteering on 2000 caravan!!!!!

hey my wifes 2000 caravan powersteering sticks sometimes like manual steering ,i want to know if it is the power steering pump or rack and pinion(steering gear)is it hard to change to pump???thanks........

a few things come to mind:
how is the fluid level?
is the problem weather related or moisture related
is there any squealing sounds when this happens; i.e., belt squealing
are there any leaks from the rack assembly


if the belt is slipping, then power assist drops off/goes away leaving you with armstrong steering
