Can anyone tell me where the fuel filter is located on an '02 Caravan?

Maybe here?
Under vehicle, driver side, below seating area, front of fuel tank, mounted on frame rail in fuel line

On my 01, I had to lower the tank slightly to access it

2nd generation vans had the filter on the frame rail on the passenger side; relatively easy to get at and not an expensive part either
the next generation van, which includes the '02 I believe has the filter above the tank; changing it involves lowering the tank and the filter is considerably more expensive
I wonder what moron at D/C though that this was (A) progress and (B) a good idea
