How do I manually release the parking brake? the cable is not working and the parking brake petal is push down.

the cable tends to rust in Caravans. Mine did this. But it does not sound as bad. I kept pushing the e brake and release, and little by little the release got to the point to where it fully released. You may have to get under the vehicle and see if you can't force it to release.
