86 manual lockouts ??

ive got a 86 power ram and it has manual locking hubs
also the vacum assembly is still on the front axle so it still has the org front axle the vacum line coming from the axle is disconneted ??
any ideas on what has been done or needs to be done
it has a 208 tc in it

i just wont my 4 wheel drive to work correctly without worries of something breaking ive heard this vacum axle is a weak and sorry thing so i would like to hear some of your opions on it

If it was mine I'd swap it for an older diff w/o the vacuum lock.

Not sure but I think there is a way to lock the vacuum actuator in position. The you just lock/unlock the hubs and and shift the T-case like a noraml 4x4.
