99 intrepid died completely today

99 intrepid died today. Dash lights faintly flicker then go out and a rattling sound comes from the left airconditioning vent. If I turn the ignition switch on and leave it on the noise stops but nothing else happens, turn the ignition switch off and the rattlling sound starts again, No lights, clock etc. Battery tests fine. New starter and, new ignition switch in the last year.
any thoughts on this?
